Oh yes they can! I had little Zebra Finches that were both females. They often laid eggs. It's just that the eggs will be infertile, and will not hatch into offspring without the males :)
If you want them to stop laying eggs, you need to get rid of their nest. Then they will stop. Although, you should think about getting a male. The babies get to be so cute, and then you get more finches for your money :P

Parakeets (budgies) and finches cannot inter-breed. The birds are two different species, so you do not need to worry about babies from the two.
Just make sure you give her the freedom to keep the eggs. Let her sit on them for at least 2 weeks. If you witness her leaving the eggs alone, she has lost intrest in "motherly" behavior, and you can be free to remove the eggs. If you witness her going back to them, restart your 2 weeks.
If you do so prematurely, she might want to replace them with another. Laying eggs can be harmful to a bird that is not on a clacium-high diet. Make sure to give her a cuttlebone, or feed her eggs once a day with ground cuttlebone powder to ensure she is getting her calcium.
The problem with finches, they do not need a nest to "nest". Some even use their food bowl. They look for deep places to lay so the eggs do not roll out. Once you remove the nest, give her the food on a plate or newspaper spread thinly instead of a bowl to keep her from nesting in it. Allow her at least a week of calcium-rich foods before placing the food bowl back in the cage.

sure all woman birds can lay eggs without a male. My woman cockatiel is 8 years previous and he or she is sitting on 3 eggs without mate. executed this 3 circumstances now ever seeing that she became 7 years previous.

My finch used to lay eggs, but she had a male in with her. But they never hatched any chick, so maybe they weren`t fertilized.

Female birds don't need males in order to lay eggs. They only need males to fertilize them.
