I have never seen a gray Parakeet, are you sure your not asking about a Cockatiel?

Actually it's the other way around. Male budgies are easier to train and teach to talk. That's why they are so much more popular. Females are bossier, and tend to fight more with other birds, especially other females.
I recommend getting a hand-raised male. Mine was the sweetest little thing ever! Although they are more expensive, it really is worth it! (budgies of both sexes are about $20 in most pet-stores, but I paid $50 for my hand-raised one)
Oh, you can get females just about anywhere that you can get males, but you'll just have to visit often to get the color that you want.
