Some ducks already whistle. The blue mountain duck of Aoteroa New Zealand for example is a whistler. The name given to it by the Native Maori people is Whio (pr. Fee-or) which means - to whistle

My cockatiel doesn't have lips and he can whistle the Andy Griffith theme song. So no, I think if a duck could whistle, lips or not, he would.
