You can tell anybody you want to. lol I think u meant "how". Has the bird molted yet? On cockatiels, you cannot tell what they are until after their first molt. Also, there are so many mutations of the cockatiel now that to tell you any one way would be wrong. So what kind of cockatiel? Normal Grey, Pearl? Latino? White? White face? Pied, if so, what kind? Some you can tell by their face, some by the marks on the bottom of the tail feathers or wings, some by the amount of pearling in them. Use to be, cockatiel meant: Normal Grey, but not anymore. You cannot tell by the color of the feet, the size or the cere. The cere is for Budgies. Sorry guys.

These guys are much harder to sex because normally cockatiels are distinguishable by colors. Since the white-faced variety is a color mutation, you can no longer tell by color alone.
Normally the females (I'm speaking of the grey normal color variation) have a grey face instead of yellow and have banding on the tail-feathers. Also, the males tens to sing more and whistle or talk, while the females are quieter, but more affectionate.
The only way to tell for sure if your cockatiel is a boy or a girl is to get a blood DNA test done by a vet.
