I live in Australia and I'm planning on buying young cockatiel but I've had thoughts about where to keep it.

I originally planned to keep it outside of the house under the shade in a big cage out of direct sunlight but I've noticed that the temperature can reach up to 40 degrees celsius so I'm now planning on keeping it inside the house.

I
Can a cockatiel survive being in hot temperatures up to 40 degrees celsius without a fan or air conditioner?
I'm really concerned because what if I don't know about the weather and I leave it alone for some hours in the extreme heat while I'm at school or somewhere else?

I have a cockatiel, among other parrots & our temps reach above 40c easily.

cockatiels are desert dwellers, they come form the desert.

In captivity because they can't find the food & shelter they need it's up to us to provide it. If you can provide shade, bath or sprinkler to go on at certain times of the day etc your tiel will be fine. Honestly 40c is nothing compared to what some captive birds have to put up with....

1/2 sun & 1/2 shade available ALL day is a must but also remember 40c in the sun can often mean 50c in the shade in Australia, so you can also do things like put a water system or sprinkler on top of the cage or aviary, set to go off at certain times. Add ice blocks & frozen food to their food & water dishes dishes. Make sure the water & food dishes are in complete shelter all day. Add grass patches to the cage & water them daily, add seed to them to keep the tiel occupied & a little cooler. Use a large bowl, add ice blocks & place a small bowl inside the large (ice block) bowl. This will keep the food fresher. Place soaking thick towels or material over the shaded part of the cage to cool it down.

I don't have an air conditioner :) but I live in a pretty temperate climate, it's not usually too hot or too cold. There are a couple of weeks in summer when I wish I had an air conditioner, but I use fans. I think it would be a lot harder to not have heat, although I rarely turn mine on, I'm grateful for it when it does get chilly.
