an extraordinary SMALL bird like a sparrow?

Question

my friend who lives in CALIFORNIA saw a bird that has DARK orange color on its chest, head and tip of its tail. the size is like about SPARROW size but looks kind of TALL. it was EATING GRASSES.and didnt look like it was AFRAID of us humans. myfriend said it didnt do any wierd movements like some other animals do
so wats the name of this bird? id also like to see a picture too :)

My guess would be a House Finch. They are very common in So. Cal. and do look sparrow like. They can look very reddish, or orange dependent on the individual.
